This is coming due to pda.net app connects to computer using adb service. If adb service already running sever than this error shows. So, We need to kill adb server.

To kill adb server.

1. Go to Android sdk folder. i.e E:\Android\android-sdk.
2. Press "Alt + D". This will focus on address bar.
3. Type "cmd" there than press "Enter"
4. In CMD prompt type "adb kill-server".

Now adb server stoped and you can connect pda.net.
